WHSMUN 2024 Details and Updates
At this year’s conference, every country (delegation) will simulate the 1st, 2nd and 3rd Main Committees of the United Nations General Assembly. Both the 2nd and 3rd main committee will be utilizing the "Double-Del" system, with the 1st main committee sliding over to a single del structure. Additional special council simulations will include the International Court of Justice (ICJ), the Human Rights Council (HRC), the Security Council (SC), and the Joint Crisis Committee (JCC). In 2024, each country (regardless of special councils) can send 2 delegates to the 1st Main Committee, 4 delegates to the 2nd and 3rd Main Committees, for a total of 10 delegates. (2 Delegates will be sent to each Subcommittee for 2 and 3).
The Subcommittees will meet in the morning of the first day, they will convene into their respective Main Committees during the afternoon the first day. Second day of the conference, the Main Committees will join together to form the Plenary Committee which will stretch until the end of the day.

1st Main Committee: The first committee of the United Nations General Assembly addresses the maintenance of international security and the governing of disarmament. Combatting threats to the international community and challenges of the international security regime require international cooperation as well as proficient knowledge of individual nations’ capabilities and limitations.

2nd Main Committee: The second committee deals with issues relating to economic growth and development such as macroeconomic policy questions; financing for development; sustainable development; globalization and interdependence; eradication of poverty; operational activities for development; agriculture development, food security and nutrition; and information and communications technologies for development.

3rd Main Committee: The third committee of the United Nations General Assembly is tasked with addressing social, humanitarian, and cultural issues. In response to conflict and changing sociological norms this committee will be responsible for reviewing a broad spectrum of human-rights related issues including but not limited to: the advancement of women, the protection of children, indigenous issues, the treatment of refugees, the promotion of fundamental freedoms through the elimination of racism and racial discrimination, and the right to self-determination.

Students participating in the Human Rights council will function as an intergovernmental body within the United Nations system responsible for strengthening the promotion and protection of human rights around the globe and for addressing situations of human rights violations and making recommendations on them. The HRC is returning to WHSMUN for the first time in 2024.

The ICJ consists of 15 delegates acting as jurors in reenactments of past ICJ court cases. Within the committee the delegates will elect a Foreperson (presiding juror) who will also serve as Rapporteur for the cases. Then they will move through court procedure with arguments, rebuttals, case deliberation and opinion writings until a decision is made. The ICJ is returning to WHSMUN for the first time in 2024.

Students participating in the Security Council simulation will be asked to respond to global crises, and should have a strong understanding of their country’s overall positions. Members for this year’s conference include Albania, Brazil, China, Ecuador, France, Gabon, Ghana, Japan, Malta, Mozambique, Russian Federation, Switzerland, United Arab Emirates, United Kingdom of Great Britain and Northern Ireland, and the United States of America.
Joint Crisis Committee (JCC)
The Joint Crisis Committee (JCC) gives delegates the opportunity to explore important and historically significant scenarios. More information on this year’s Joint Crisis Committee is coming soon. Our directors are working hard on their pitches for this year as we speak.

It is suggested students begin preparation and background research upon receiving delegation and subcommittee issue assignments. Each delegate will be expected to submit a position paper on their assigned subcommittee issue by March 4th, 2024 to be considered for awards. It is also helpful for students to have a basic understanding of the United Nations, resolution writing, and parliamentary procedure.
